Key Personnel - Curriculum Vitae


Mr. Richard K. Stephens, P.Eng.                 

Mr. Stephens grew up in Nanaimo, British Columbia and went on to get a Bachelor of Applied Science in Civil Engineering at the University of British Columbia.  Two years after graduating from U.B.C., Richard received his designation as a Professional Engineer.

Prior to owning his own firm Mr. Stephens was employed with Willis, Cunliffe & Tait/DeLCan, Consulting Engineers.  He has more than 30 years experience in municipal and civil consulting engineering projects and he has managed his own engineering firm for more than 25 years.

In addition to this, he also was the manager of construction for Upland Excavating for a period of five years.

Richard is a Professional Engineer, a member of the B.C. Water and Waste Association as well as a member of the American Water Works Association.

Mr. Glenn H. Blake, P.Eng., MMCD CA, CPESC  

Mr. Blake has over 24 years of experience in Consulting and Contracting.  His expertise includes a broad range of project types: heavy civil engineering, tunnel & lake intake works, reinforced concrete structures, steel framed multi-storey buildings and many years of water related projects as Contract Administrator, designer, project manager, scheduler and estimator.  This expertise includes knowledge and experience of integrated quality management systems to standards: ISO 9001:2000, ISO 14001 and OHSAS 18001 (1999).    

Mr. Stuart Masterman, P.Eng., MMCD CA

Stuart has over ten years of engineering/surveying experience including project management, contract administration and site inspections, corridor and intersection design, parking lot design, utility relocation and structural inspections as well as control, monitoring and topographic surveys. This broad experience has exposed him to many aspects of engineering and he has a thorough understanding of field conditions and the interaction of different engineering disciplines.
